The Transforming the heart of Swan Hill Precinct project will benefit north-west Victoria thanks to $650,000 in funding under the Australian Government’s $400 million regional Precincts and Partnerships Program (rPPP).
The rPPP provides grant funding for the design and delivery of precincts, or ‘places with purpose’, to meet place-based community priorities. This program seeks to provide transformative investment in regional, rural and remote Australia based on the aims of unifying regional places, growing their economies and serving their communities.
The Transforming the heart of Swan Hill Precinct project will develop a place-based precinct plan to support the revitalisation and linkage of the Swan Hill CBD across six community sites.
This precinct partnership, led by Swan Hill Rural City Council, will address public infrastructure gaps identified by local stakeholders through a place-based planning approach, undertaking a collaborative partnership approach for each site and providing a unified connection, through shared vision and urban framework.
The project is part of an $35.17 million investment in the first batch of precinct projects under the rPPP. With this first batch of projects now announced, more batches are now under assessment through the independent expert panel and further successful precinct projects will be announced in due course.
This project demonstrates the Government's commitments to valuing local voices and priorities; informed and evidence-based decision making; and delivery of investment in our regions with integrity and transparency.

Quote attributable to Infrastructure, Transport, Regional Development and Local Government Minister Catherine King:
“This project is a fantastic example of the fresh ideas for building places of purpose that this program has been set up to generate.
“The Australian Government understands how vital it is to have productive, equitable and resilient spaces for our regions and the communities who call them home – myself included.
“Partnerships are part of the fabric of regional Australia and the rPPP capitalises on successful collaboration, setting it apart from typical grants programs.
“I look forward to seeing this transformative precinct project come to fruition.”
Quote attributable to Senator for Victoria Jana Stewart:
“I’m proud that the Albanese Labor Government is supporting Swan Hill to become the vibrant regional hub that I knew it always could be growing up in the community.
“Ensuring funding is directed towards the priorities of the community will help see our regional communities thrive. Locally determined projects are part of what makes our regions so great.
“This funding under the regional Precincts and Partnerships Program will allow Swan Hill to rightly position itself as an attractive place to live, work, visit and invest.”
